All employees of New Zealand Fire Service and NZ Urban Search and Rescue teams who were deployed in Christchurch between 22 February to 20 March 2011 are eligible to receive the Citation.

It was also awarded if personnel were deployed after 20 March 2011, but before 30 April 2011 and that they were on site for more than 24 consecutive hours and undertaking a specific operation function which contributed to emergency management.

SERVIMUS Star was awarded to Canterbury Personnel (exception of West Coast) and NZ USAR Team members, as well as other New Zealand Fire Service personnel who were deployed, and arrived in Christchurch before 7am, 23 February 2011.
